Nous, les organisations signataires, nous nous associons afin de réclamer la mise en liberté de la dirigeante politique palestinienne Khalida Jarrar, personnalité de gauche, féministe, avocate des droits des prisonniers et membre du Conseil législatif palestinien. Elle est emprisonnée sans accusation ni procès depuis juillet 2017 – et, cette fois, l'occupation militaire israélienne vient de décider que sa détention serait prolongée de quatre mois supplémentaires.
Le 2 juillet 2017, avant l'aube, les militaires de l'occupation israélienne ont fait irruption au domicile de Khalida Jarrar. Peu après, elle a fait l'objet d'une ordonnance de détention administrative, c'est-à-dire d'un emprisonnement sans accusation ni procès. Khalida Jarrar est l'une des quelque 450 Palestiniens emprisonnés en détention administrative, un vestige du Mandat colonial britannique repris par l'occupation israélienne pour incarcérer des milliers de membres et de dirigeants politiques de la communauté palestinienne. Actuellement, quelque 6 100 Palestiniens dont détenus dans les prisons israéliennes.
En décembre 2017, sa détention a été prolongée de six nouveaux mois. Et, cette fois, une autre ordonnance militaire déclare qu'elle sera emprisonnée durant quatre mois supplémentaires. Les ordonnances de détention administrative peuvent être émises pour six mois à la fois et elles sont renouvelables à l'infini. Sous le coup de ces ordonnances, des Palestiniens peuvent passer des années en prison d'un seul tenant et ils ignorent quand ils pourraient être libérés, en admettant qu'ils le soient un jour.
Comme le fait remarquer Addameer, « cette pratique de la détention arbitraire constitue une violation grave des lois internationales et des normes des droits de l'homme, tout particulièrement des articles 78 et 72 de la Quatrième Convention de Genève, qui stipule que toute personne accusée a le droit de se défendre. Cette pratique enfreint également l'article 66 de cette même Quatrième Convention de Genève ainsi que les règles fondamentales d'un procès équitable ».
Le 2 juillet, une session du tribunal militaire israélien est prévue afin d'approuver l'ordonnance de détention. Jarrar, à l'instar de tous les détenus administratifs, a boycotté ces séances depuis février, puisqu'elles ne sont que des sessions d'approbation utilisées comme façades pour « cautionner » l'emprisonnement arbitraire des Palestiniens.
Khalida Jarrar est une dirigeante politique palestinienne représentant le Bloc Abu Ali Mustafa, allié au Front populaire (de gauche) de libération de la Palestine au sein du Conseil législatif palestinien. Elle dirige fréquemment et activement des manifestations et des actions populaires pour la liberté de la Palestine, en sa qualité d'avocate de longue date des prisonniers palestiniens et d'ancienne directrice exécutive d'Addameer (association de soutien aux prisonniers et des droits de l'homme), au sein de laquelle elle fait toujours partie du conseil de direction. Elle est également présidente du Comité des prisonniers du Conseil législatif palestinien.
Khalida Jarrar est également active au sein du mouvement des femmes palestiniennes depuis l'époque où elle était étudiante à l'université et où, en compagnie d'autres étudiantes, elle organisait l'opposition à l'occupation. Elle est également une organisatrice en vue des événements de la Journée internationale des femmes en Palestine, en étroite coordination avec d'autres organisations des femmes palestiniennes. « Les femmes palestiniennes sont des partenaires à part entière de la lutte palestinienne », insiste-t-elle.
Khalida Jarrar est profondément engagée dans le combat visant à réclamer devant la Cour pénale internationale des comptes aux dirigeants israéliens responsables de crimes de guerre. Elle est membre d'une commission palestinienne chargée de transmettre à la cour internationale plaintes et dossiers sur les incessants crimes israéliens contre le peuple palestinien, depuis les attaques contre Gaza, la confiscation de terres, la construction de colonies illégales, jusqu'aux arrestations et emprisonnements de masse.
Depuis 1998, il lui est interdit de voyager en dehors de la Palestine occupée. En 2010, lorsqu'elle a eu besoin d'un traitement médical en Jordanie, elle a dû lutter pendant des mois dans une campagne publique avant de recevoir enfin une autorisation de sortie. En 2014, l'occupation israélienne a tenté de la chasser de force de son domicile à Jéricho et, en 2015, elle a été arrêtée et emprisonnée pendant 14 mois en raison de ses activités politiques.
La prolongation de la détention administrative de Khalida Jarrar constitue une tentative d'éliminer une dirigeante efficace et populaire du mouvement national palestinien. Particulièrement en ce moment, alors que les gens descendent dans les rues un peu partout en Palestine occupée et que des milliers d'entre eux manifestent à Gaza dans le cadre de la Grande Marche du Retour, les dirigeants de son calibre sont les cibles des arrestations et des emprisonnements dans une tentative de désamorcer le combat palestinien.
Khalida Jarrar est visée en tant que dirigeante palestinienne, en tant que voix palestinienne pour la justice et en tant que femme palestinienne active. Son emprisonnement constitue une attaque de plus de l'État colonial israélien contre le peuple palestinien en lutte pour la liberté, et la détention administrative ainsi que l'emprisonnement massif de Palestiniens sont deux des armes utilisées par Israël dans ses tentatives de briser le mouvement palestinien de libération.
Nous nous associons aujourd'hui pour réclamer la libération immédiate de Khalida Jarrar, la fin de la politique et pratique de la détention administrative, et la libération des prisonniers politiques palestiniens détenus en Israël. Over 200 organizations have joined together to call for the immediate release of Khalida Jarrar, the imprisoned Palestinian feminist, leftist parliamentarian. Jarrar, a leading advocate for Palestinian prisoners’ rights, has been jailed without charge or trial under Israeli administrative detention for nearly a year.
The organizations who have expressed their support for Jarrar’s freedom include political parties, feminist groups, Palestinian community and Palestine solidarity groups, Indigenous justice, prison abolition and prison justice organizations, human rights organizations, legal groups and more from over 20 countries.
Jarrar has been jailed since 2 July 2017, when she was seized in a night raid on her home in El-Bireh by Israeli occupation forces. On 14 June 2018, she was informed that her detention would be extended for another four months, a sentence that is scheduled to be confirmed in an Israeli military court on 2 July 2018.

Freedom for Khalida Jarrar! End administrative detention!
We, the undersigned organizations, come together to demand freedom for Palestinian political leader Khalida Jarrar, prominent leftist, feminist, prisoners’ rights advocate and member of the Palestinian Leslative Council. She has been imprisoned without charge and without trial since July 2017 – and now the Israeli military occupation has declared that her imprisonment will be extended for an additional four months.
On July 2, 2017, Khalida Jarrar’s home was raided by Israeli occupation soldiers in a pre-dawn raid. She was ordered shortly thereafter to administrative detention, imprisonment without charge or trial. She is one of approximately 450 Palestinians held under administrative detention, a relic of the British colonial mandate that has been used by the Israeli occupation to jail thousands of Palestinian community and political leaders, and one of approximately 6,100 Palestinian prisoners in Israeli jails.
In December 2017, her detention was renewed for another six months. Now, another military order declares that she will be imprisoned for four more months. Administrative detention orders can be issued for up to six months at a time and are indefinitely renewable. Palestinians can spend years at a time jailed under these orders, never knowing when they could be released, if ever.
As Addameer notes, “This practice of arbitrary detention is a grave violation of international laws and human rights standards, particularly articles 78 and 72 of the Fourth Geneva Convention which state that an accused individual has the right to defend him/herself. This also violates Article 66 of the Fourth Geneva Convention and the basic standards of fair trial.”
On July 2, an Israeli military court is scheduled to approve the detention order. Jarrar, like all administrative detainees, has boycotted these hearings since February, as they are mere rubber-stamp sessions used as a fig leaf to “legitimize” the arbitrary imprisonment of Palestinians.
Jarrar is a Palestinian political leader, representing the Abu Ali Mustafa Bloc, allied with the leftist Popular Front for the Liberation of Palestine, in the Palestinian Legislative Council. She is a frequent leader and participant in demonstrations and popular actions for Palestinian freedom, a a long-time Palestinian political prisoners’ advocate and former executive director of Addameer Prisoner Support and Human Rights Association and now a member of its board, and chair of the Prisoners’ Committee of the Palestinian Legislative Council.
She has also been active in the Palestinian women’s movement since her earliest days as a university student organizing with other female students to challenge the occupation. She is a leading organizer of International Women’s Day events in Palestine and coordinates closely with Palestinian women’s organizations. “Palestinian women are full partners in the Palestinian struggle,” she emphasizes.
Khalida Jarrar is heavily involved in the fight to hold Israeli officials accountable for war crimes in the International Criminal Court. She is a member of a Palestinian commission charged with bringing complaints and files before the international court about ongoing Israeli crimes against the Palestinian people, from attacks on Gaza to land confiscation and settlement construction to mass arrests and imprisonment.
Since 1998, she has been forbidden to travel outside occupied Palestine. When she needed medical treatment in Jordan in 2010, she struggled for months in a public campaign before finally receiving it. The Israeli occupation attempted to forcibly displace her from her home to Jericho in 2014, and in 2015, arrested and jailed her 14 months for her political activities.
The extended administrative detention of Khalida Jarrar is an attempt to remove an effective, grassroots leader from the Palestinian national movement. Especially now, when people are taking to the streets throughout occupied Palestine and thousands are marching in Gaza for the Great Return March, leaders like her are targeted for arrest and imprisonment in an attempt to defuse the Palestinian struggle.
Khalida Jarrar is being targeted as a Palestinian leader, a Palestinian voice for justice, and an active Palestinian woman. Her imprisonment is yet another attack by the Israeli colonial state against the Palestinian people struggling for freedom, and administrative detention and the mass imprisonment of Palestinians are two of the weapons used in an attempt to break the Palestinian liberation movement.
We come together today to demand the immediate release of Khalida Jarrar, an end to the policy and practice of administrative detention and freedom for Palestinian political prisoners in Israeli jails. We pledge to struggle for justice through protests, actions, organizing and escalating boycott, divestment and sanctions (BDS) actions against Israel, in Khalida’s own spirit of resistance.
